Should physical education be an elective, rather than required, for students who have a healthy BMI?

I understand that there are a lot of obese kids who need the exercise…but there are some people who are plenty healthy who HATE gym and being forced to participate in humiliating activities, often for a letter grade that counts against GPA. Is it a school’s business, or the business of the people who made it the law in the first place, whether or not kids are a bunch of fatsos, or is this just one more way for the government to control people?
