Do you know of an education policy that forbids assignments that require you to pay for something?

My kids’ public Middle School teacher gives a monthly assignment that requires us to rent a movie, watch it together and both of us have to write about it. I think it is wrong to assume families have access to transportation and are able to spend money to rent a movie for a graded assignment. What do you think?
